Stand facing a wall, with your toes facing forward. Place your hands on the wall in front of you for support. Then stand on your tiptoes, and lower until your heel is back on the floor. Continue rising up and lowering, feeling the calf and shin muscles flexing and contracting. Those are your focus muscles for the lower leg. You might also need to strengthen your inner thighs, by sitting or standing, holding a beach ball or kids inflated ball (Dollar Store) between your knees. Strengthening the inner thigh might help with the lower leg movement.
Good luck!
No stirrup work to strengthen your legs
The above link has an excellent excerise for keeping your leg steady. It is no stirrup work, which is a pain at first but once you get used to it, it can be loads of fun!
