the cross rein method would probably be when you're using split reins and the would cross over the withers. A rein would be attached to the bit, run along side the neck and the come over the withers.

Your question still isn't making sense, I'm sorry. If you're using a full-cheek snaffle you should have 2 reins, one attached to each side of the bit. I have no idea why you have 2 reins on each sid…

I'm not sure I understand this question. The reins should be attached to the bit just like would at any other time
