Open Letter to USEF Membership

Dear Members:

 

The USEF Mileage Rule Revision Task Force, created by the Board of Directors' mandate as a result of feedback from its membership, held its first meeting on Monday, March 16. The purpose of the Task Force is to evaluate, and amend where necessary, the current competition environment, including competition licensing, mileage, mileage exemption and permission, and competition evaluation. The goal of the Task Force is to improve the processes, procedures, and fairness of competition licensing.  

 

After a meeting between the USHJA Competition Management Committee and President of the USHJA and Co-Chair of the Task Force, Bill Moroney, the USEF has begun to implement policies which simplify both the competition calendar and the online competition renewal process. 

 

The Task Force has been divided into four Sub-Groups in order to more effectively approach the numerous aspects of our purpose. They are:

 

The Competition Data Group - to study horse/competitor density, migration, one-year license sales/transfers, one-year results of mileage exemptions granted, concentration of consecutive competitions in the same location, and multiple organizers using the same location. Results and recommendations will be presented to the full Task Force.

 

The Mileage Exemption and Permission Review Group - to review from the perspectives of show managers/organizers and the Federation the criteria and circumstances for exemption eligibility and the process and timelines for an exemption. This Sub-Group will examine all aspects of GR307 and present recommendations to the full Task Force. 

 

The Sport Calendar Group - to determine the flexibility required to meet the needs of each sport within the competition calendar. Its conclusions will be sent back to the full Task Force. 

 

The Competition Evaluation Group - to develop a competition evaluation program to ensure that competition standards meet the needs of the Federation, its Affiliates, and our membership. Its recommendations will be sent to the full Task Force.  

 

These Sub-Groups will tackle the issues outlined above, as well as others pertinent to the subject of mileage revision. The Task Force is dedicated to upholding the Federation's mission and vision, and welcomes initial feedback specific to these four Sub-Groups from our membership by April 13 at useftownhall@usef.org. Additionally, we will hold a Town Hall-style meeting, tentatively set for May 18 at the Griffin Gate Marriott in Lexington, Ky., in order to create a dialogue between the USEF and its members about this important matter. We will regularly update the membership on our work and provide specific ideas prior to the Town Hall so that all parties will have an opportunity to respond before the June Board of Directors meeting.
