The horses are not reacting because the wolves are not in a hunting state. They are sharing thier space just we as humans share thiers. If the wolves were to go into a hunting state I am sure that the horses would flee.

I was not surprised by this video because I once saw my Paso Fino mare effectively herd a German Shepard that she thought was too near to my kids even though the dog never went near the horses.  I got the dog's owner to call him out of the paddock quick because my mare was serious, that dog was going to go or that dog was going to get hurt.

Healthy, sound, and well fed horses probably don't have too much to fear from wolves, only sick, super wormy or lame ones.  These healthy, well fed and sound horses probably felt no fear, they were just cleaning up undesirable elements in their paddock.  At least that  was my impression.

My theory is they are domesticated wolves.  But I'm just guessing.
