Loved the article, Katy. That horse really is a superstar. I'm assuming when they say he isn't turned out alone, they mean he isn't turned out at all. Was that the impression you got? Sounds like he has quite an active schedule, nevertheless. :)
Yes, I'd agree it means he's not turned out. I understand this is a common practice with the top level horses - maybe they go out in a very small paddock, but no real run, buck & play type of turnout. They get a lot of hand-walking/grazing several times a day. The price of success I suppose!
