How close to the ground should bell boots be? I just bought some for my horse and they are only about 3 centimetres off the ground. In the arena they are touching the dirt, but the next size down was too tight on my horse's pasterns.

That depends on what you have them on for. For purposes of ensuring that a forger doesn't pull a shoe, they'd better be down to barely brushing the ground. Which would mean you'd need a couple sizes bigger. IMHO of course.
