Are you allowed to enter any western class and not have to wear a belt and buckle? My show pants don't have the buckle loops

yep. The new style is belt and buckle less. Check out Hobby Horse's website, because they always keep updated on what new and and whats bad. Of course not everyone is going to not wear a belt, but its now alright to do so :)
To be sure about this, read the dress code rules for your show. At the shows I go to a belt is not required but everyone wears one. You do want to dress as nice as your competitors do so that you look well-turned out.

you do want to dress as nice as your competitors, yes, but to a degree..due to my body shape (a bit overweight) any thing that cuts me in half makes me look heavier than I am, which in any discpline is a tiny drawback, so I don't wear the belt, and add more bling to my earings/tie/necklace, and the cuffs/collar of my shirt..at all my shows I have been amazed at how many people haven't worn belts this year and they all look fabulous!
