boots to soak horses hooves

Anyone have any ideas on how to make boots to soak horses hooves in water. We are having the hottest and driest summer on record in Melbourne, Australia. All our horses hoofs are drying out and no amount of hoof oil seems to be working. My poor boy has bad hooves anyway and he is really suffering.

Will your horse stand with a foot in a shallow, wide bucket? You could do each foot for five minutes. That would be the easiest thing.
