vel is a double bridle mandatory???

when is a double bridle mandatory in canada i know in level 2 you can use one ???am i correct?

A double bridle (according to the EC website) is optional at 3rd and 4th level but mandatory at PSG and the FEI levels (PSG, Int I and II, Grand Prix and Grand Prix Special)
