Manitoba authorities have charged a 68-year-old farmer with animal cruelty after they seized over 40 animals from his farm located north of Winnepeg.  There were 27 dogs, 15 horses and two donkeys which were discovered to be neglected and in unhealthy condition.

According to the CBC, dogs were found chained inside a building with flesh growing over the chains. One donkeys feet were so long, they curled up in front.  The horses and donkeys were found with inadequate food and water.

A woman had reported the farm to authorities two years ago, and although officials monitored the situation, they were not able to take action until recently.

The man, who has not been identified, will appear in court in January.  Police and animal welfare workers are continuing to investigate.
