Horse welfare in Ireland - is the government doing enough?

We get reports every day regarding the plight of thousands of horses in Ireland that are being neglected or have been abandoned because their owners cannot afford to keep them anymore. The rescue and welfare organisations are stretched to breaking point. Is the government doing enough? What should average horse owners do, is there anything we can do? I'd love to do more and do regularly give to such charities, but feel unable to get involved in anything more than donations because such neglect makes me so angry...any ideas?
