getting two horses to get along

I have two mare horses and for some reason they just can't get along. We got our second horse about a month ago. When we introduced them to each other they did ok for awhile. We let them out in the big pasture so they could figure out who was gona be the dominant horse. Well we let them just graze with each other and finally left each other alone. A Bit About Me and my Horse(s)
Well there's not much to tell, I am fostering a mare horse beleived to be an Azteca cross but we're not sure what breed she is. She was roped crossing the Mexico/Texas border. She was taken to El Paso where she was gona be auctioned off and if not good enough she would've been sent back to Mexico for slaughter. She is approximately 2 to 4 years old, she can not be ridden or haltered just yet. We are working with her to get her out of her shell and earn her trust. So all in all we're giving her a lot of love and attention. If anyone has an idea of what breed she is let me know.
