The electric fence tape is powered by a low impedance fence charger, 
that means that the charge pulse length is less than 0.0003 seconds 
and the short duration of the electric charge prevents damage to animals or humans.
On the Bi-Polar tape the ( + ) charge and the (-) charge are on the same ribbon. 
When the horse touches the electric tape he connects himself for fraction of a second!
