Horrific. A lot of questions come to mind. Where were the authorities while this was developing, feet like that don't happen overnight. Also why a ban for only ten years, it should be for life. Personally I would make the owner walk on her bare knees for a few kilometers everyday for a month just to get a  slight sense of what she/he put this animal through.
