The Bureau of Land Management (BLM) is a government organization responsible for numerous things, one of them being to solve problems for the thousands of wild mustangs that roam American land. One of their sponsored programs, the Wild Horse Inmate Program, involves the rehabilitation of inmates using wild horses. The program carefully selects convicted inmates and allows them to train horses as part of their rehabilitation. Once the horses are able to execute a walk, trot and lope under saddle, easy mounting and dismounting, turning, stopping, backing up, picking up all four feet and easy loading in a 4-horse trailer, they are then put up for adoption to the public.

The horses are put up for adoption at various participating prisons. The fee for each horse ranges from $150 to $740. The fees are then divided up to cover the cost of feeding and training and portions going towards the BLM and the Department of Corrections to continue funding the program.
